What Does “No Hot Water” Mean on an Electric Heater?

Electric water heaters are simpler than gas models — no burner, no gas valve, no flame sensor. The system is just:

When something goes wrong, the heater either trips the ECO (cutting all power to the elements) or fails to energize one of the elements. The result is either no hot water at all, or a limited amount of hot water before the tank goes cold.

ECO Trip (Red Button)

The ECO (Emergency Cut Off) — sometimes called the high-limit switch — is a safety device built into the upper thermostat. If the water temperature at the top of the tank exceeds approximately 180°F, the ECO trips and cuts power to both elements.

How to reset the ECO

  1. Remove the upper access panel on the side of the water heater
  2. Pull back the insulation and plastic safety cover
  3. Look for a small red button in the center of the thermostat
  4. Press the button firmly until it clicks
  5. Replace all covers and restore power

If the button stays in: The cause was likely temporary — a thermostat that briefly stuck or a power surge. Monitor the water temperature for the next few hours.

Why the ECO keeps tripping

The ECO is a safety device, not a diagnostic solution. If it keeps tripping, find and fix the root cause — don’t just keep resetting it.


High Temperature Cutoff

Even without the ECO tripping, your Rheem electric water heater can overheat in a way that damages components. Signs of overheating:

If the T&P valve is leaking, the water is overheating and expanding past the tank’s safe limit. Check the upper thermostat immediately — it should be cutting power to the upper element when the water at the top reaches the set temperature (typically 120°F to 140°F).


Thermostat Issues

Rheem electric water heaters use two thermostats:

Upper thermostat failure

When the upper thermostat fails, both elements are affected:

Test the upper thermostat with a multimeter (continuity):

  1. Power off the heater at the breaker
  2. Remove the upper access panel and thermostat cover
  3. Set your multimeter to continuity
  4. Turn the thermostat dial to the highest setting — you should hear a click and see continuity across the switch terminals
  5. Turn the dial to the lowest setting — continuity should break
  6. If the thermostat doesn’t click or switch continuity, replace it

Lower thermostat failure

When the lower thermostat fails, you get limited hot water — the top of the tank is hot but it runs cold quickly.

Test with the same continuity method as the upper thermostat.


Heating Element Failure

Heating elements fail in two ways — both easy to diagnose with a multimeter.

Burned-out element (open circuit)

  1. Power off at the breaker
  2. Disconnect the two wires from the element terminals
  3. Set multimeter to Ohms (Ω)
  4. Measure across the two element terminals
  5. Working element (1500W): Approximately 10-16 Ω
  6. Working element (4500W): Approximately 10-13 Ω
  7. OL (open loop): Element is burned out — replace it

Element shorted to ground

  1. With wires still disconnected, set multimeter to continuity
  2. Touch one lead to the element terminal and the other to the tank body or metal mounting plate
  3. Continuity (beep): Element has failed — the heating coil is touching the sheath

You can replace elements without draining the full tank using a wet element puller, but expect some water spillage. For a complete element replacement kit, look for the right wattage and voltage for your Rheem model — most residential units use 4500W 240V elements.


Rheem EcoNet Display Codes

If your Rheem electric water heater has an EcoNet digital display (ProTerra, Hybrid Heat Pump models), you’ll see actual error codes:

Step-by-Step Diagnosis

Step 1: Check the reset button

Open the upper access panel and check the red ECO button. If it’s popped, press it in and monitor. If it stays in and the heater works normally, you may have had a one-time event.

Step 2: Check the breaker

Tripped breaker? Reset it. If it trips again immediately, you likely have a shorted element or damaged wiring inside the heater.

Step 3: Test the upper element and thermostat

Most electric water heater failures are at the upper thermostat — it’s the one that works hardest.

  1. Use a non-contact voltage tester on the element wires during normal operation — if there’s voltage but no heat, the element is bad
  2. Test resistance across the element terminals — OL means burned out
  3. Test continuity through the thermostat as described above

Step 4: Test the lower element and thermostat

If the upper is working (hot water at top of tank but goes cold quickly), check the lower:

  1. Test resistance across the lower element terminals
  2. Listen for the relay click from the upper thermostat when it switches power to the lower
  3. If the upper clicks but the lower element doesn’t fire, either the lower thermostat or lower element has failed

Step 5: Flush the tank

Sediment buildup at the bottom of the tank insulates the lower element and causes it to overheat and fail prematurely. Drain a few gallons from the tank through the drain valve until the water runs clear. Annual flushing extends element life significantly in areas with hard water.
